Procurement - Bid Protest and Contract Claim Appeals - Award of Attorney and Expert Witness Fees

Synopsis:

Requiring the Board of Contract Appeals to award attorney and expert witness fees to a prospective bidder, prospective offeror, bidder, or an offeror when the bid protest appeal is sustained; and requiring the Board of Contract Appeals to award attorney and expert witness fees to a contractor when the contractor's appeal of a final decision on a contract claim is sustained.
