Synopsis:

Authorizing the Board of County Commissioners of Carroll County to establish a fund to assist specified property owners in connecting to public water and sewerage systems under specified circumstances; requiring that disbursements from the fund be used to pay specified costs; requiring property owners who have received disbursements from the fund to repay the fund; requiring the Board to impose liens on benefitted properties; and requiring the Board to establish specified repayment provisions.
