Synopsis:

Making it a felony to deliver, or possess with intent to deliver, a controlled dangerous substance to a person detained or confined in a place of confinement; and altering the penalties for delivering, or possessing with intent to deliver, a controlled dangerous substance to a person detained or confined in a place of confinement.
