Authorizing the creation of a State Debt not to exceed $730,000, the proceeds to be used as a grant to the Board of Directors of the Agape Family Empowerment Center, Inc. for the planning, design, repair, reconstruction, renovation, and capital equipping of the Agape Family Empowerment Center, located at 4650 Reisterstown Road in Baltimore; providing for the disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
