Synopsis:

Requiring the Department of Health and Mental Hygiene to make a specified annual adjustment in the capitation payment to managed care organizations participating in the Maryland Medical Assistance Program; requiring the Department to adjust capitation payments to include a specified market trend; and providing for the measurement of a specified market trend.
