State Board of Docking Masters

Synopsis:

Increasing the membership of the State Board of Docking Masters; prohibiting a licensed docking master from having ownership or financial interests in tugboat companies providing vessel assist operations in the State; authorizing the Board to impose specified civil penalties; repealing provisions of law establishing the Joint Committee on the Port of Baltimore; making the Act an emergency measure; providing for a specified effective date for a portion of the Act; etc.
