Synopsis:

Authorizing the Public Service Commission to act for the United States Secretary of Transportation to implement federal laws relating to hazardous liquid pipeline safety for intrastate transportation of hazardous liquids by pipeline; establishing the powers necessary for the Commission to implement a State regulatory program for the intrastate transportation of hazardous liquids by pipeline; etc.
