Synopsis:

Requiring the operator of a one-call system to maintain and make available an owner-contractor information exchange system; requiring contractors to contact, or receive notification from, the owner-contractor information exchange system before beginning excavation or demolition; requiring owners or their agents to notify the owner-contractor information exchange system of actions taken to identify the owners' underground facilities; requiring the one-call center to repeat notification under specified circumstances; etc.
