Establishing the Office of the Independent Monitor within the Office for Children, Youth, and Families; requiring the Office of the Independent Monitor to employ an executive director and up to four independent monitors; providing in the State budget for salaries and expenses; requiring the Office to set minimum salaries, qualifications, and standards of training and experience for the positions in a specified manner; etc.
