State Personnel - Higher Education - Collective Bargaining

Synopsis:

Expanding collective bargaining to include specified State employees of the University System of Maryland, Morgan State University, St. Mary's College, and Baltimore City Community College; requiring that each institution have separate bargaining units; requiring that each system president and the governing boards of the other institutions designate one or more representatives to participate as a party in collective bargaining; establishing a Higher Education Labor Relations Board; etc.
