Synopsis:

Authorizing the General Assembly to increase or add Executive Department items in the Budget Bill, as long as the total of the appropriation approved by the General Assembly does not exceed the total allowance submitted by the Governor; providing for the veto of specified Budget Bill items; providing that specified vetoed items in the Budget Bill shall be void; authorizing an extraordinary session of the General Assembly if the Governor vetoes any Budget Bill item; etc.
