Synopsis:

Authorizing a unit of State government to award a contract for goods or services in response to an unsolicited proposal; providing that the award of a contract for an unsolicited proposal is not subject to specified statutory procedures for the award of a contract; requiring that the contracting unit certify to the Board of Public Works specified facts and circumstances; requiring the Board to approve in writing an award in response to an unsolicited proposal; limiting the term of an award based on an unsolicited proposal; etc.
