Authorizing in the City of Annapolis the Alcoholic Beverage Control Board to issue a special festival license for wine festivals; specifying requirements for license applicants and holders of special festival licenses; establishing the scope of the license and the time and location of and requirements for wine festivals in the City of Annapolis; etc.
