Synopsis:

Requiring State contractors and subcontractors to pay employees a minimum salary under State procurement contracts; requiring health care providers receiving a substantial portion of revenues through State medical assistance programs to pay employees a minimum salary; requiring the State to pay employees a minimum salary level; etc.
