Requiring the Department of Housing and Community Development to establish the Homeownership Opportunities for Individuals with Disabilities Program; requiring the Department to manage, supervise, and adopt regulations for the Program; requiring the Secretary of the Department to determine the adjusted annual income for the Program on a specified percentage of the median family income; requiring the Department to establish an Advisory Committee; requiring the Governor to appropriate funds to the Program; etc.
