Synopsis:

Requiring the Commissioner of Financial Regulation to certify a banking institution as eligible for designation as a depositary for State money if the banking institution offers basic banking accounts; establishing the rules, conditions, and terms applicable to basic banking accounts; authorizing a banking institution to apply to the Commissioner for approval to increase charges for basic banking accounts; prohibiting the Treasurer from designating a depositary unless the Commissioner certifies eligibility; etc.
