Issuance and Renewal of Discharge Permits - Procedures

Synopsis:

Authorizing the Department of the Environment to issue or renew discharge permits under specified circumstances; prohibiting the Department from staying specified permit terms and conditions except for specified circumstances; specifying an arbitrary and capricious standard of judgment if a specified stay is issued; requiring a person to apply for a discharge permit or permit renewal at least 18 months in advance; requiring the Department to complete its administrative review and to provide specified notice within 12 months; etc.
