Synopsis:

Creating the Maryland Biotechnology Tax Benefit Certificate Program; establishing criteria for approval of applications; providing that new or expanding biotechnology companies may surrender net operating loss and research and development tax benefits in exchange for private financial assistance; establishing an addition modification to, and a credit against, the corporate income tax; etc.
