Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 13 - Skills-Based Training for Employment Promotion (STEP) Pilot Program.

This bill establishes the Skills-Based Training for Employment Promotion (STEP) Pilot Program for the purpose of providing grants to local workforce investment boards to fund skills-based training for low-income individuals. The Governor's Workforce Investment Board, in consultation with the Department of Labor, Licensing, and Regulation, must establish and administer the program.

Senate Bill 367, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 13.
