Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 32 - Charles County - Highways - Prohibition on Use for Solicitations.

This bill authorizes the Charles County Commissioners to prohibit a person from using a controlled access highway in the county's jurisdiction to solicit money, donations of any kind, employment, business or a ride from the occupant of any vehicle. The bill also prohibits, in Charles County, a person from standing in a roadway, median divider or intersection to solicit money or donations of any kind from the occupant of a vehicle.

Senate Bill 225, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 32.
