Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 775 - Education - Creation of a Task Force to Study Adult Education Services in Maryland.

This bill establishes a Task Force to Study Adult Education Services in Maryland to assess: (1) the statewide need for adult education services; (2) the impact of adult education on workforce economic development; (3) the existing levels of services for adults without a high school diploma; (4) the existing levels of services for adults who are on probation or incarcerated; (5) the funding process and level of funding for existing adult education programs; and (6) how Maryland compares to other states in terms of need, service, and funding. The Maryland State Department of Education will staff the task force. The task force must submit a report summarizing its findings and recommendations to the Governor and the General Assembly by November 1, 2001.

Senate Bill 399, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 775.
