Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1035 - Uniform Commercial Code - Secured Transactions - Revisions.

This bill makes various technical amendments to the revision of Article 9 and Article 2 of the Maryland Uniform Commercial Code (Md. UCC) and repeals an obsolete provision relating to recordation tax on Article 9 filings. The bill also amends sections of the Natural Resources and Transportation Articles regarding perfection of a lien on vessels and vehicles, respectively, to comply with the Article 9 revision.

Senate Bill 610, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1035.
