Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1037 - Health Insurance - Claims for Reimbursement for Health Care Services Rendered.

This bill requires an insurer, nonprofit health service plan or HMO (carrier) that wholly or partially denies a claim for reimbursement to permit a health care provider a minimum of 90 working days after the date of denial to appeal the carrier's decision.

Senate Bill 591, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1037.
