Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed House Bill 1317 - Environment - Dredged Material Management.

This bill prohibits a person from redepositing dredged material in an unconfined manner into or onto any portion of the water or bottomland of the Chesapeake Bay or of the tidewater portion of any of the Chesapeake Bay's tributaries except when used for a beneficial use project undertaken in accordance with State and federal laws. The bill establishes a limitation for the deposition of dredged material in contained areas. The bill also establishes an eight-member executive committee to provide oversight in the development of the State of Maryland's plans for dredged material management.

Senate Bill 830, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 1317.
