The Honorable Thomas V. Mike Miller, Jr.
President of the Senate
State House
Annapolis MD 21401

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 115 - Business Regulation and Occupations - Regulatory Boards - Sunset Extension and Program Evaluation.

This bill extends the sunset date for six regulatory boards within the Department of Labor, Licensing, and Regulation from July 1, 2003 to July 1, 2013. The affected boards are: the State Board of Architects; the State Board of Examiners of Landscape Architects; the State Board of Plumbers; the State Board of Professional Engineers; the State Board of Professional Land Surveyors; and the State Board of Heating, Ventilation, Air-Conditioning, and Refrigeration Contractors.

House Bill 384, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 115.

Sincerely,
Parris N. Glendening
Governor
