Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 198 - Insurance - Late Fees and Installment Fees.

This bill provides that an authorized insurer may charge and collect installment fees, up to $10, if approved by the Maryland Insurance Commissioner, for the payment of an insurance premium or charge of insurance. In addition, this bill allows an authorized insurer to charge and collect, if approved by the Commissioner, a late fee for late payment of premiums by policyholders. The late fee may not exceed $10. The Commissioner is required to review administrative expenses submitted by an authorized insurer that are associated with late payments or installment payments.

House Bill 283, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 198.
