Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today vetoed Senate Bill 353 - Juvenile Law - Detained Juvenile Defendants - Transfer of Cases to Juvenile Court.

This bill establishes time frames for the processing of transfer hearings in which juveniles charged with a criminal offense in the District Court or a circuit court may be transferred to juvenile court. The bill also mandates that the District Court and the circuit courts perform specified tasks if juveniles are held pending a transfer decision.

House Bill 294, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 353.
