Establishing that, except for specified information, information from
a local department's file on a child abuse and neglect case for which
access is limited to local social services department staff
responsible for the investigation may not be included in the central
registry until after the individual found responsible by the local
department for indicated or unsubstantiated child abuse has been found
guilty of criminal charges, unsuccessfully appealed the finding of the
local department, or failed to exercise appeal rights; etc.
