Establishing that a specified sentence imposed for a violation of
delivering, or possessing with the intent to deliver, a controlled
dangerous substance to a person detained or confined in a correctional
facility may be separate from and consecutive to, or concurrent with,
a sentence for specified crimes based on the act establishing the
violation.
