license to drive of a person who is convicted within a 5-year period
of a second or subsequent offense of driving while under the influence

person whose license is suspended to maintain for not less than 3
months and not more than 1 year, dating from the expiration of the
1-year period of suspension, an ignition interlock system on each
motor vehicle owned and operated by the person; etc.
