Transferring the functions, duties, and powers related to nutrient management plans from the Department of Agriculture to the Department of the Environment by December 31, 2002; requiring the Department of the Environment to grant specified waivers and to extend specified deadlines under specified circumstances; requiring the formulation of, and compliance with, specified nutrient management plans by specified dates; etc.
