possession of a dangerous weapon or pepper mace is a civil offense
rather than a misdemeanor; authorizing a law enforcement officer to

that a minor who violates specified provisions of law is subject to
procedures and dispositions, including citation, informed adjustment,
a supervised work program, and civil fine; etc.
