Requiring that an application for a statement of charges against a correctional officer be filed in a specified manner in District Court; and requiring the State's Attorney to make an investigation and a recommendation to a District Court Commissioner as to whether a statement of charges should be filed against the correctional officer and whether a summons or warrant should issue.
