Establishing a Natural Gas Universal Service Program Task Force to study the possible establishment of a universal service program; providing for the membership, charge, and responsibilities of the Task Force; requiring the Public Service Commission (PSC) to provide staff support for the Task Force; requiring the Task Force to report to the PSC, the Governor, and the General Assembly by December 31, 2003; etc.
