Authorizing the creation of a State Debt not to exceed $445,000, the proceeds to be used as a grant to the Board of Directors of Peninsula Regional Medical Center for the planning, design, renovation, repair, construction, and capital equipping of the emergency and trauma departments, to be located at 100 East Carroll Street in Salisbury; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
