Synopsis:

Changing the fee a landlord may charge a prospective residential tenant in addition to a security deposit; providing that the purpose of the fee is to defray specified costs for processing a prospective tenant's application; providing that a landlord may require a holding charge from a prospective tenant in specified situations; providing the monetary limit of a holding charge; providing that a landlord must return the holding charge to a tenant in specified situations; etc.
