Providing immunity from civil liability and criminal prosecution for
persons who leave an unharmed newborn with a responsible adult within
3 days after the birth of the newborn and the person does not express
an intent to return for the newborn; requiring the approval of the
mother of the newborn to abandon the newborn under specified
circumstances; requiring a hospital or other designated facility that
accepts a newborn to notify the local Department of Social Services
within 24 hours after accepting the newborn; etc.
