Synopsis:

Authorizing covered employees or other specified persons under specified circumstances to bring a claim for compensation or to bring an action for damages against a principal contractor; and authorizing self-insured employers, insurers, the Subsequent Injury Fund, and the Uninsured Employers' Fund to bring an action for damages against a principal contractor under specified circumstances.
