Requiring county boards of education to establish full-day kindergarten programs by the 2007-2008 school year; requiring the Maryland State Board of Education to adopt specified regulations; repealing a specified exemption for kindergarten programs from specified requirements for minimum days or hours of operation; requiring the Governor to include specified funds in the State budget in specified fiscal years for half-day pre-kindergarten programs under specified circumstances; etc.
