Synopsis:

Authorizing the Motor Vehicle Administration to modify a suspension of a driver's license or issue a restrictive license to a licensee who violates a specified alcohol-related administrative offense if the Administration finds that the licensee has no alternative means of transportation to or from a location for the purpose of receiving necessary health care treatment.
