Synopsis:

Requiring a hospital that provides emergency care to a rape survivor to develop a specified protocol that ensures a rape survivor gets specified written and oral information about emergency contraception; requiring the Department of Health and Mental Hygiene to approve the protocol under specified circumstances; etc.
