Synopsis:

Requiring specified contractors and subcontractors to pay specified employees a minimum salary known as a "living wage" under specified procurement contracts; requiring the State to pay State employees the same minimum salary level; providing specified exemptions; requiring an alternative minimum salary for work previously performed by State employees; etc.
