The Chemical Security Act

Synopsis:

Requiring owners, lessees, and operators of specified facilities to study and implement specified safety measures every 3 years; requiring security measures for the facilities; establishing penalties for a violation of the Act; defining specified terms; providing that the Act does not affect the availability of other penalties and remedies; declaring findings of the General Assembly; requiring the Department of the Environment to adopt specified regulations by January 1, 2003; etc.
