Synopsis:

Requiring the Public Service Commission (PSC) to apply clean energy portfolio standard to apply to all retail electricity products in the State, at specified levels in specified years; requiring electricity suppliers to report to the PSC on the compliance of their retail electric products with the clean energy portfolio standard; requiring the payment of a specified fee in specified circumstances; establishing a Clean Energy Fund; establishing a system of clean energy credits; etc.
