Requiring that an environmental audit be conducted in accordance with a regulated entity's written policy; specifying the requirements of the written policy; specifying the requirements for an environmental audit program; specifying the contents of an environmental audit report; prohibiting the Department of the Environment from imposing specified penalties on a regulated entity for specified environmental violations under specified circumstances; etc.
