Proposing an amendment to the Constitution of Maryland to alter the process of legislative districting and apportionment in the State by establishing a Redistricting Commission; providing for the membership, qualifications, chairman, and duties of the Commission; providing for the staffing of the Commission; prohibiting the General Assembly from altering the final plan; permitting an individual to appeal the redistricting plan to the Court of Appeals; etc.
