Synopsis:

Requiring a county or municipal corporation that allows a charitable umbrella organization to conduct a charitable campaign using the county's or municipal corporation's payroll deduction system to allow specified charitable organizations to participate in the charitable campaign; requiring the county or municipal corporation to establish reasonable procedures for the inclusion of these charitable organizations; providing that a specified charitable organization may not be charged a fee to participate in a charitable campaign; etc.
