Providing that the violation of conducting the business of a motor vehicle dealer without a dealer's license is an arrestable offense; prohibiting the release of a person arrested for conducting the business of a motor vehicle dealer without a dealer's license under specified conditions; increasing the penalty for conducting the business of a motor vehicle dealer without a dealer's license; etc.
