Synopsis:

Expanding an exemption from the prohibition against placing signs, posters, cards, stickers, and other nontransparent materials on a window of a vehicle to allow materials placed in any location so as not to substantially interfere with the driver's clear view of traffic; and making the Act an emergency measure.
