Establishing a Traumatic Brain Injury Rehabilitation Fund; providing that the Fund consists of specified court costs and funds from other sources; providing for the purpose and uses of the Fund; requiring the Mental Hygiene Administration to administer the Fund; requiring the Administration to adopt specified regulations; requiring the Administration to make an annual report; increasing the court costs assessed in specified traffic cases; providing for a specified distribution of the court costs into the Fund; etc.
